Purpose Statement of capability and contracting information Issued 17 Sep 2026 · Rev. C

The engineering is done by the people you meet.

Robles Industries builds and secures software for government and regulated industry. Operating since 2010 under one principal, with a team small enough that the person who scopes your work is the person who writes it.

Scope

Most of what goes wrong on a technology contract goes wrong after the award. The team that wrote the proposal moves to the next capture. The senior architect who impressed you at the orals never bills an hour.1 What arrives is a rotating bench of people learning your system on your budget, and by the time anyone notices, the schedule has already absorbed it.

This firm is built the other way around. It stays small on purpose, every engagement is led by the principal who scoped it, and work it cannot staff with named people gets turned down. That limits annual capacity. It also means the institutional knowledge of your system does not leave when somebody gets reassigned.

A firm that will not tell you what it cannot do has already told you something.

  1. Scope

A specification we both sign. It is the document the work is measured against.

    Gate: Signed specification

  2. Design

Current-state assessment, target architecture and a threat model, before build.

    Gate: Design review

  3. Build

The people from the scoping room. Source and pipeline sit in your accounts throughout.

    Gate: Acceptance against the spec

  4. Handover

Architecture document and runbook, so the work can come in house without a transition contract.

    Gate: Close

How we work

2.0

Core competencies

Four areas, each mapped to a NAICS code the firm is registered and small under. Requirements outside them get said so on the first call, and where we can we will name somebody who does that work well.

  • 2.1 Custom software development

    NAICS 541511 · PSC DA01

Applications built to a written specification and handed over with the source, the deployment pipeline, and documentation good enough that somebody else could take it from us.

  • 2.2 Systems design and integration

    NAICS 541512 · PSC DF01

Architecture for systems that have to talk to equipment, records, and agencies that were never designed to talk to each other. Assessment, target design, migration sequencing.

  • 2.3 Security engineering

    NAICS 541519 · PSC DJ01

Security designed into the system while it is being built. Threat modeling, access control, audit logging that produces evidence rather than debugging output, and incident response.

  • 2.4 Cloud and infrastructure

    NAICS 518210 · PSC DH01

Infrastructure as code, migration off hardware past its service life, and operations that a two-person team can actually run.

Contracting posture

Registered and active in SAM.gov, small under the primary NAICS, and available as a prime on open market and simplified acquisition work or as a subcontractor to a prime that needs the technical depth. The capability statement is a direct download with no form in front of it, because that is how a contracting officer doing market research wants to find it.

On socioeconomic status

We hold no 8(a), HUBZone, SDVOSB, WOSB, or state certification, and we do not claim one. We are a small business, self-certified in SAM against the size standard for the applicable NAICS code. If your requirement is set aside under a certification we do not hold, we are not an eligible prime for it, and we would rather say so on the first call than at the debrief.

Table 3.1 — Acquisition paths, current thresholds
Path Range Notes
Micro-purchase Up to $15,000 Purchase card. No competition required.
Simplified acquisition $15,001 to $350,000 Reserved for small business under FAR 19.502-2(a). Primary lane as a prime.
Subcontract Any size Technical scope under a prime. Your contract, your customer.
Teaming Above $350,000 Structured early, not three days before the proposal is due.

Past performance

Presented the way a contracting officer would check it. The firm holds no federal prime award history; federal exposure to date is as a subcontractor and development lead under primes.2

Notes

  1. Key-personnel substitution is common enough that FAR 15.305(a)(4) expressly permits an agency to evaluate proposed personnel, and substitution clauses exist because the practice persists.
  2. Verifiable on FPDS and USASpending. Stated here so that the check confirms the record rather than contradicting it.
  3. Counted from repository history across client and product work since 2014. The list, with dates and the firm's role on each, is available on request.
